When it refuses

A refused call costs nothing and says what to do next.

Code	When	What to do
`not_found`404	No issue of the business has that issue_id.	Find it with newsletters_list_issues and use its issue_id.
`not_cancellable`409	The issue is not scheduled or sending (a draft, or sent already).	A draft needs no cancelling; a sent issue cannot be called back.
