Once a week, or when inventory.low_stock arrives, so nothing runs out.

purchasing_create_order.
What it does
For every Inventory item at or below its reorder point, counting what is already on order (drafts too), draft one purchase order per supplier: the preferred supplier's fixed order quantity, or enough to bring stock and orders to twice the reorder point, raised to the minimum order and rounded up to whole packs. You check and send them (purchasing_send_order). dry_run: true only shows the plan. Items no supplier sells are listed. $0.01 per draft order.
What comes back
orders: the drafts made (none with dry_run); plan: per supplier the items, quantities and costs; no_supplier: low items no supplier sells. Every reply also carries cost_usd and balance_usd.
