Use it when

After a pause, a top-up, or a mailbox that can send again.

What it does

Send again from a paused campaign, once what paused it is fixed (paused_reason says what). When the key that paid for it was revoked, the key that resumes it pays for new people from then on; the campaign still names the key that made it.

What comes back

campaign, as outreach_save_campaign shows it. Every reply also carries cost_usd and balance_usd.
