A policy is new or changed and people must confirm it.
What it does
Email each person in the policy's scope (or just those named) a one-time link to read the current version and confirm it. People who confirmed it already, or have no work email, are skipped. Needs a paid account; at most 500 a day. $0.02 per email sent.
What comes back
policy and version; results: per person whether it was sent, and why not (no work email, confirmed already); sent: how many emails went. Every reply also carries cost_usd and balance_usd.
