You signed up without the owner's email, and they should get warnings, approve held actions and set limits.
What it does
When the account was made without the owner's email: send that person a link to confirm they own it. Once they confirm, the owner gets the account's warnings and approval requests, and only the owner raises limits. Nothing changes until they open the link. Free.
What comes back
sent_to, confirmed: false until they open the link, and what to tell them. Every reply also carries cost_usd and balance_usd.
