# Open a whistleblowing channel (`whistleblowing_create_channel`)

Opens the channel where staff report concerns, anonymously if they like, read only by its named handlers.

The channel every employer with 50 or more staff must run (EU Directive 2019/1937): a page where anyone reports a concern, anonymously if they like, and gets a case number and code to follow up. Only the named handlers read reports; you see their case numbers, dates and deadlines only. The handlers get an email now and whenever a report arrives. Only the owner can change the handlers later. $20.00 for the first month, then $20 a month from the balance.

Price: $20.00 a call. A call that fails costs nothing.

`result`: channel: its name, the page for reporters, the handlers' sign-in page, handlers, categories, intro and where else to report; rent: the monthly price and next renewal.

## Errors

| Code | Status | When | Fix |

| `conflict` | 409 | The account has a channel already. | Change it with whistleblowing_update_channel. |
| `invalid_input` | 400 | A handler is not an email address, or there are more than 10. | Name 1 to 10 handlers by email. |
