Deletes a short link for good; its code never opens anything again.

Delete a short link for good. Its code stays retired, so it never opens anything again.

Price: Free. A call that fails costs nothing.

## Use it when

A link should stop working forever. To stop it for a while, pause it with links_update.

## Errors
