Records a training someone completed, like AI literacy, with its date, hours, certificate and expiry.

A training someone completed: its kind (ai_literacy for the EU AI Act's Art. 4, privacy, security, safety, other), date, hours, certificate from the file store and expiry. $0.01.

Price: $0.01 a call. A call that fails costs nothing.

## Errors
